The article discusses the contribution of nonprofit organizations in the solution of problems of anti-crisis development. With the ability to express the most diverse and specific interests of large and small community groups, they today constitute the most extensive and, in aggregate, the most significant sector of civil society. In the country there is a tendency of redistribution of the center of gravity of civic engagement from political parties towards non-political public associations. This is due to the decrease in the efficiency of operation of the state institutions responsible for clear and uninterrupted life-support system. By natural means beginning to develop cross-sectoral social partnership in solving everyday social problems. In the end, there is a new and apparently viable model of development of the Russian third sector, which is characterized by the dominance of internal driving forces, a wide variety of purposes and forms of civic activity, an extensive system of mechanisms and technologies of interaction with the state. And, as such, cross-sectoral partnerships promotes new formats of public policy and public management.
