In contrast, Turkey tries to use new opportunities that have been offered after the collapse of the Soviet Union and implements extensive humanitarian programs on the basis of common cultural values. The government institutions of both countries that are responsible for implementation of humanitarian policy are described; their work in each of 5 countries of the region is analyzed in details; the general statistics of different criteria in educational and cultural fields is provided; the statistics and the reasons of its positive or negative change are analyzed in the article.
