Basic methods for state control of soviet society in 1920-1930

Annotation

The author analyzes the basic methods of the state control in the Soviet Union in 1920-1930 . An administrative method was a main, it establishes the rules of the administrative decision-making and control of their execution at all levels of the government, the rules of selection of the managerial staff. During the new economic police, the economic method has been prevailing in the system of the state control. It seemed almost ideal conditions were creating for the economic development of the active population. At the same time, the management of these conditions was entirely under the authority of the state. The legal method of social control based on the regulatory function of juridical rules, fix state authorities for various activities. However, since the first days of the Bolshevik regime, the rejection of the bourgeois-democratic principles was declared for the law system of a new type - the revolutionary law which justifying the hegemony of the dictatorship of the proletariat. The repressive component becomes the basis of the legal method of Soviet social control in the late 1920 . The socio-psychological method of social control is one of the most important. It contains means of influencing the human consciousness for integrate into a socialist society during the Soviet period. The influencing was carried out with the help of the media, non-government organizations, the most accessible for the population the arts - books and the cinema. A special role gave to newspapers. Newspapers have become a major instrument for shaping public opinion, agreed with the tasks that put the Soviet leadership. This concerned both the common tasks of socialist construction, and relevant issues of public support for specific government campaigns.
