The article suggests the analysis of Russian civil society based on the culture-specific concepts of political developments. The author points out the difficulties of civil society establishment and the forms of interaction of government authorities with civic institutions. The main focus of the study is establishment of civil society in Astrakhan region in compliance to potential of public perception of region population. The following main features and methods were systematized: constructive dialog, creating the atmosphere of respect to people's perception, cooperation structure, increasing of the level of trust between power authorities and society. The substantiated conclusion made by the author is the following: civic institutions development and social partnership effectiveness are conditioning factors boosting the responsibility of both government authorities and local government.
