Annotation

In the article is designated the importance of tourism as a branch of a social production, is given the concept of the industry of hospitality, are designated the problems of development of tourist branch of the Crimea. Is designated the importance and the significance of increasing of level of human resource management in a control system of the enterprises of the industry of hospitality, using the best foreign and domestic experience. Are analysed works as of foreign theorists of management of behavior of workers in the organizations, and works of the Russian scientists in which general-theoretical and methodological bases of human resource management in the organizations of various profile of activity are opened. Is given the definition of the concept В«personnel management systemВ», as special type of administrative activity. Are designated the object and subject of management in a control system of human resources at the enterprises of service trade as parts of the managing director and operated subsystems. Are defined the main stages of creation of a personnel management system. Are described the features of creation of a personnel management system depending on type of the enterprise: new, acting, reorganized. Are designated key subsystems in structures of human resource management and are given their main functions in the course of justification, developments, acceptances and implementation of administrative decisions. Is proved the need of optimization of a personnel management system taking into account practical application of the modern forms of government.
