Volunteering as a channel of civil initiatives at regional level

Annotation

Article is devoted to research of historical and theoretical bases of modern volontersky movement. The author gives examples from the Russian and foreign practice. The special attention is given to clarification of the objective and subjective reasons of still low activity of the Russian citizens in realization of civil initiatives.
