Annotation

Public policy networking causes formation of a fundamentally new model of organization of social and political space. The subject of this study – how to update the subjectivity of social networks in the social and political space of the Russian regions. The purpose of the study was to identify and substantiate the role of social networks in shaping the institutional design of regional policy in modern Russia. Analysis of the results of empirical studies of networks of regional policy of the Krasnodar krai and the Astrakhan region on the basis of binary comparisons showed that the open social networks are a powerful potential of grassroots civic engagement that encourage meaningful public discourse regulate public administration and influence the decisions of socially significant issues. It’s important to investigate the role of social networks in shaping the institutional design of public policy both in scientific and in the practical aspects. Institutionalized forms of political capital in the open networks of actors contribute to the formation of public policy and the expansion of its borders.
