PUBLIC AND PEOPLE`S DIPLOMACY IN GLOBAL GOVERNANCE SYSTEM

Annotation

Non - synonymic definitions of terms public and people`s democracies and their interrelationship with official diplomacy are presented. Approaches to the realization of non - official diplomacy in the NATO Alliance and external policy of China are demonstrated. In this context necessity of rethinking of Friendship Societies created in the post soviet space more than 90 years ago is underlined. Public and people`s democracies are presented for the first time as synergetic parameters of order for insuring efficiency of global governance. Vectorial multiplication model of soft power for creation resource potential of a modern state is presented. The model in comparison with scalar one allows to provide more correct simulation of complex public processes. The role of recently created joint higher education establishments as centers of public diplomacy and intellectual mobility is stressed. As special examples, the joint university of Moscow State University and Beijing Technological University in China and Belarusian-Uzbek inter - sectoral Institute of Applied Technical Qualifications in Tashkent are indicated.
