The problem of the formation of the structure of regional bodies of state security in the conditions of the Civil War in Russia on the example of the Astrakhan Provincial Emergency Commission is considered. The history of the activities of state security agencies in the regions is extremely topical at the present stage, it is diverse, connected with decisions that directly influenced the course of events “on the ground”. Many aspects of this story remain understudied. Among them is the problem of structural design of the Astrakhan Cheka in the dramatic period of Russian history of 1918-1920.
