The role of bureaucracy in socio-economic development and management of Kalmykia in 19th century

Annotation

This article considers the actual problem of the role of bureaucracy in socio-economic development and management system. This was especially important in 19th century, when bureaucracy became an essential tool for modernization. This goal was served by the establishment of guardianship - state system aimed at elimination of suburban isolation and unification of management. The article studied the activities of the main Trustees of the Kalmyk people and their contribution to the management of Dagestan in the XIX century On the basis of legislative sources and examines their functions and powers relating to different aspects of life of the Kalmyk people, especially economic, traced the increase of their powers and role in the management of the region. Great attention is paid to consideration of the main directions of their activities, in particular, the organization of settlement roads and to transfer the Kalmyks settled. Some of these officials participated actively in the study of history and social structure of the Kalmyk society and the drafting of its reorganization. The Board considered the work of a number of senior Trustees, and concluded that their substantial contribution to the management of Kalmykia and important role in the history of the Kalmyk people.
