In May 1950, Hainan Island was liberated and became the ninth administrative district of the Chinese province of Guangdong. On the 28. Of June the “Law on the Agrarian Reform of the People's Republic of China” which initiated land reforms in the new territories was promulgated. According to the general line of agrarian reforms of the Communist Party of the People's Republic of China, specific measures on the implementation of the reform were performed in the South China in Guandong Province. In Hainan, the land reform began in 1951. For two years, the Hainan lands were cleared of bandit formations and local exploiters, lease agreements were terminated and tenants' pledges were returned, the population was broken up into social classes, confiscated property was distributed by force and feudal land ownership was abolished. The reform was completed at the same time with the remaining administrative units of the province of Guandong. Other industrial relations were reformed, productive forces were liberated, and the restoration and development of agricultural production was stimulated.
