National models of personnel’s reserve on public service

Annotation

This article describes compare analysis of national models of forming personnel reserve on public administration, reveals common characteristics and features of this process, defines priority activities of governmental HR departments for preparation and use. Attention is stressed on characteristics of modern technologies of selection and reserve staff’s training in American, European and Japanese model.
