In the article provides the essence of three-sector theory of the civil society, the definition of the concept of “cross-sector social partnership” in European political science and the domestic approach. The author analyses forms of cross-sector social partnership in formation and implementation of state youth policy of Russia and Kazakhstan, as well as examines their specifics in the context of comparison.
