Annotation

The necessity of the use of methodological potential of a network approach in the study of public policy-making processes, which leads to the modern transformation of the public administration system of modern states. The author examines the complex network theories, the theory of a new type, where paradigmatic level there is a modular organization of the provisions of such research areas as network empirical analysis, game theory in the process of public decision-making, the theory of political mediation, symbolic interactionism, theories of social influence and social capital, reciprocal theory of social networks, the theory of political networks, the theory of new public management and administration, network theory of politics. To investigate the role of networks in shaping and implementing public policy in modern political science used synthetic theoretical constructs that help identify and characterize structural and procedural network components in the process of public decision-making; It proposed a modified typology of structuring networks around public issues at every stage of policy implementation. A study of network variables in the structural and procedural components making public government decisions allows us to introduce a new subject position in this process, which is implemented not only in formal legal regime, but also have informal practices and coordination of interests.
