Annotation

The article is devoted to the political-philosophical conceptualization of urban issues, namely, the consideration of “global cities” as an element of modern political space. It is shown that characteristics of the settlements of this type were crucial not only quantitative but qualitative parameters, primarily the ability to accumulate resources, control material, technological, human and symbolic flows and provide a strategic space for the realization of innovative potential at national and global level. The article specifies the “global city” as a political community, compares it with the classic “policy”, defines its key political functions, as well as interaction with state government. The article shows the theoretical framework of political understanding the megapolis, identified the basic principles that provides an opportunity to capture the duality of the “global city”», which is at the same time constituent element of local and network structures. The article identifies a number of theoretical and practical problems arising in the functioning of the “global city” as an independent political actor: the contradictory nature of its position as the object of local governance and the subject of international relations, the complexity of political identification in simultaneous locations in national and global politics, the risks of policy of concentration of political resources and the political threats caused by specific type of population.
