Heterarchy as hybrid political institutions of a new political reality

Annotation

This article explains the development of new hybrid forms of political institutions as a result of the formation of a new political reality - a network of public policy. Formation of a network of public policy is an unfinished project of the non-linear, where institutional, procedural and technological components of the policy of acquiring network, synergistic characteristics, “germinating” on top of the routine practice of traditional public policy. This context is the formation of a network of public policy has led to the search of methodological approaches and explanatory models that are adequate to modern realities. The scientific knowledge there is a new methodological design “heterarchy” adequately explore societal changes in scientific knowledge. Explanatory power of the concept “heterarchy” began to be used in political and administrative science, where the system of public administration in hybrid organizational forms that differ from the typical hierarchical and market. The authors revealed that heterarchical organizational forms in the space of public administration is characterized by a single system in which the various actors within the dynamically changing balance of communicative relationships interact with one another. Based on empirical research the authors identify and characterize the mechanisms of heterarchies in the modern public policy. Analyzing the model of formation heterarchies, the authors concludes that arise in the new political reality of network public policy heterarchy are not only the result of hybridization of political institutions. Nevertheless, complex organizational models, enabling institutional environment of the state and civil society to adapt to the needs of each other in network interaction and in the framework of the partnership model of interaction based on a strategy of cooperation to search for innovative ways of their solution and implementation in practice of modern public.
