Annotation

The four theoretical models of democracy which are created by researchers of CIS-countries analyzed in the article: “controlled”, “sovereign”, “spectator” and “traditional collectivist”, also are identified their similarities and differences. Concludes that all of them have a common framework in the form of the traditional values of a strong central government and managed political participation of citizens with economic development priority over civil rights and liberties. Therefore, these models are aimed at to justify and maintain the existing political regimes, but not at the establishment of genuine democracy. The essential similarity of these concepts of democracy (albeit incorrect) formed in different countries, independently of each other suggests the possibility of creating a single model for successful establishment and maintenance of democracy in the CIS countries, which share a common history and cultural elements.
