In article the attention is paid that the solution of the social tasks connected with satisfaction the basic vital needs of the population assigned to local government demands the necessary level of its financial and economic providing. It is about existence at the municipalities corresponding to them competence, steady sources of the income which would allow them not only to carry out a covering of operating costs, but also on an independent basis to plan and realize programs of complex social and economic development of territories, to carry out flexible (financial and economic) impact on intra municipal processes. Material and financial equipment of public powers of authority - one of the basic principles of formation of competence which violation does powers formal, bezdeystvenny, not realized in practice that calls into question possibility of ensuring the rights, freedoms and legitimate interests of citizens, undermines trust of the population to an appropriate level of the power. Legislative ensuring this principle, in relation to local government as to institute of not sovereign power which operates strictly on the bases and within the law and besides bears on itself the main burden of responsibility for the organization of rendering a wide range of public services to the population, has special value.
