Authors based on case studies and analysis of the socio-Political Science processes of the modern period in the southern regions of Russia considering the state of development of civil society and the factors affecting the security of the state. The article examines the process of formation and composition of the Political Science and economic elite in the Russian regions, its fundamental differences from a similar process and composition at the federal level, analyzed the perceptions of the public Political Science leadership at the regional level. Researchers on the basis of comparative analysis of the development of Political Science parties, managerial elites and the results of the regional leaders during the 2000 state facts little progress in terms of democratization of Russian society. As a result, the authors based on the findings are conclusions and recommendations for the improvement of civil society
