Annotation

In this article the authors discusses the dualistic nature of the functioning of social institutions - on the one hand ensuring continuous playback of social practices, stability, on the other - to change social practices, in accordance with the requirements of the society experienced stages of development. Exceptional public and social importance of institutions in the educational and occupational structure of the social system. Social institutions act as a regulator of the processes of interaction of individuals regarding the satisfaction of individual needs; are social mechanisms established for the organization and management of processes of life of society, which guarantees the stability of the social system. Immutability of socially important needs of the population provides the stability of the institution. Changes in practice often recorded in the institutional structures at the secondary level. The ordered nature of social institutions is due to the efforts of the management of the regional system, the course of economic and social development of the region. This fact is essential to study the regional peculiarities of functioning of social institutions. The results of the original study conducted by research groups indicate that most actively initiated changes at the level of regions and major corporations. An important role in this process performs structural elements - institutions at various levels. These studies show how industry education institution Astrakhan region included in the process of institutional change. Subjects interaction in the framework of a professional space in the region for the development of engineering staff understand the need to combine efforts of all stakeholders. However, one reason for the lack of institutional activity, according to respondents, is the lack of communication processes between formedness important actors, engineers, training centers, organizations and authorities.
