Public administration in russian lands through the prism of assembly office-work in XII - the beginning of the XV centuries

Annotation

The paper presents a comprehensive analysis of the assembly office of Russia. The author sought to emphasize the dependence of the case management system of the existing management system. He notes that in the XIII-XIV centuries expands the scope of the assembly material. Paperwork is a prerequisite for social and economic development of the Russian lands. However, to talk about the current state of the system cannot control. the major political, social and economic reforms were closely associated with the transformations in the field of public administration and public office, which reflects and reinforces the system of governance and change along with it. Assessing reflected in the assembly material scope, the author states that almost of business documents are public law character. Policy documents, even in international legal instruments are not available. State was formed not in the legal contract, and on the basis of political traditions and political-military capabilities of the political elites.
