The article is devoted to the research and analysis of theoretical and practical aspects of activities of institutions of development in the Russian Federation, the institutions of development are considered to be an organizational structure of Management of public-private partnership at the regional and federal level. The author studied the problems and barriers which considerably influence the functioning of the institutions of development. Approaches to reforming the institutions of development are also analyzed in the paper. The author also provides evidence in favor of the approach based on “creating stability principle”.
