The problem of efficiency of the power modern Russian political and administrative elite

Annotation

In 2014 the 900 years are executed from the date of death of the first Russian chronicler Nestor who made the most exact diagnosis to quality of political system in Russian state: "Our earth is great and plentiful, but the dress [order] in it isn't present". Nine centuries which have passed since then only validated his words. The Russian administrative and political elite shows a steady inefficiency and the lowest level of professionalism. And though, political leaders recognize an extreme inefficiency in the work of their subordinates, they became hostages of the system which have developed in Russia. All attempts to eliminate the reasons of such lacks by modern reforms, came to the end with sabotage of elite groups. Deficiency of political elite is covered in their low level of professionalism, the dominating substandard (shadow) relations when devotion to the administration is more important than professional qualities of the subject of elite.
