Being guided by sense and aspiring to values, the person submits to moral and spirituality imperatives, possesses a freedom of choice and ability to expect a consequence of the behavior. It is the base of a universal basis of mankind at all social, cultural and individual distinctions between specific people. From positions of the supreme values: good, truth, justice – it is legalized activity of all public institutes, and creation, distribution and interpretation of values should be their main task. In modern society a variety of interests defines activity diverse and versatile public the organization, including female. For real participation and influence on process of adoption of political decisions it is necessary for them to reveal a range of existing opinions, to generalize and reduce them to the small list of political alternatives.
